That distinction matters more than it sounds. IPL works by targeting visible blood vessels, so it does very well on the broken capillaries and diffuse redness of rosacea. It does very little for hormonal flushing, because there is nothing abnormal in the vessels to treat. Buying a series of IPL for the wrong kind of redness is a common and expensive mistake.
